Warn players about 1.18.X+ spyware, and provide instructions for remediation #177

There should be a warning in the MotD about the non-anonymous telemetry in v1.18.X+, and a link for instructions for how to disable telemetry.

With #176, we might actually be able to only allow clients of version 1.17.1 to connect, which would avoid the telemetry issue altogether until 1.19.X. This would allow us to move this issue to the 1.19 milestone instead.
