Make Phantoms spawn in the End as regular mobs #84

Phantoms would be much better as a regular End mob. They would add a lot of difficulty and spice to the End, while simultaneously removing an unappreciated overworld mechanic.

Their drops (phantom membranes) are pretty much only useful after you've beaten then End anyway, since they're used to repair Elytra.

Must be done before #113 or the world will be filled with Wanderers wearing Elytra.
