Add access to S4HE configurator #118

We should add a button in the launcher that leads the user to the "The Settlers 4 - History Edition Configuration".

Where should we place this button?

On the same level as the "editor" and texture changer or in a new menu like the "feature" menu where the buttons for the editor, text changer and the new config will be placed as buttons?
