Accented letters selection is not accessible #116

What steps will reproduce the problem?
1. Bring up default ICS keyboard in edit field
2. Tap, then tap and hold "e" key
3. Accented letters buble is displayed above key
Slide finger up/over accented letters in bubble and nothing is 
accessible/spoken.
Noet: accented letters can be selected with sighted assistance.

What is the expected output? What do you see instead?
Expected accented letters in displayed bubble to be accessible.
Do not see anything and selections are not accessible/spoken.

What version of the product are you using? On what operating system?
Android 4.0.4 ICS
ICS default keyboard
English

Please provide any additional information below.
Using latest 3.1.2 version of Talkback from the Play Store.
Using Google TTS.
Explore by touch enabled.

Hello,
I think the issue can also be reproduced with Android 4.1.1 jelly bean and it 
even applies to the different input languages besides english.
E.G. I am using slovak android 4.1.1 with aosp keyboard set to slovak.
I can perfectly use talkback and explore by touch to use keyboard to type basic 
set of letters displayed when the keyboard is shownas is however I dont know 
how to reliably inwoke the bubble which is supposed to bring additional letters 
for example double tap the letter e in order to get an e with acute, e with 
diaresis in a bubble.
If I experiment a lot I can blindly tap and hold a letter for example letter e 
as explained above.
The bubble appears but is not accessible.
I think this is even more important to non english speaking people wishing to 
write messages, emails and all other stuff in their natural language aka mother 
tongue.
I think this should be addressed with high priority.

Cannot be fixed from TalkBack. Filed bug against Android keyboard.
