What steps will reproduce the problem?
1. Talkback on -> language & input
2. Text to speech output->Speech rate
3. Speech rate change,but Speech rate don't change. 

What is the expected output? What do you see instead?
Speech rate change,but Speech rate change. 

What version of the product are you using? On what operating system?
4.2.1 talkback 3.3.*
