[TalkBack] Languages changes do not take effect immediately

What steps will reproduce the problem?
1) System language change (eg Korean> English, English> Korean)
  2) Home Screen
  3) Menu
  4) any application
  5) HW Menu key and select
(ex)
Chagne language korean->English->
Select menu korean language "~6개 항목을 표시합니다."(English Showing  
6 items)

What is the expected output? What do you see instead?
operate to set the language

What version of the product are you using? On what operating system?
Android 4.2.1,talkback 3.3.*
