[BUG] Hide Recommended Channels hides followed channel list

Current Behavior

Enabling Hide Recommended Channels hides the followed channel list in the sidebar instead of recommended channels. The recommended channels remains visible with the setting on of off.

Expected Behavior

Enabling the setting hides the Recommended Channels list without impacting Followed Channels

Steps To Reproduce

Enable Hide Recommended Channels under Site Layout>Sidebar
