This is a draft pull request to update the encoder peripheral to support pulse counts that are not a power of 2.

This PR addresses issue #16

@ngadiyar93 has this code been tested? What is the status of this PR?

These changes have been rolled into PR #317.

I am closing this PR and deleting the branch.
