Add firmware support for AMDC REV F #367

This PR addresses the requests in #366 .

These updates to the firmware are branched off of develop, and will be merged back in to be released as firmware version v1.2.0.

FPGA Changes

The REV E block design and constraints file are copied and renamed to be used for REV F
The REV E .tcl script is copied and redone for REV F

C Code Changes

Many function and header files have been updated to include code for REV F wherever it was included for REV E
user/usr/user_config.h defaults hardware target to AMDC_REV_F

To confirm---have you generated a full project with this new code targeting the REV F? No need to actually run it, but building everything is important before we merge this.
