Populate db #17

Please populate the db with meaningful users and tasks. A decent number of them too. Testing becomes easier.

Added in commit 92ba0c4510bc74cafa074a36afc918377c72e37e Use the function misc.test.populate_db() in shell to make a number of users and tasks.

It does NOT create comments and sub-tasks.

You can select number of users/tasks with variables on top of the misc/test.py file.
