Register for event - give option to the coord #33

The register tab on the event page shouldn't be displayed on all events. Give an option on the dashboard and if selected then the tab should be displayed. Since many events don't need registration, it will mislead people.

The register tab appears only if the coord selects "registrable_online" for his event.
