Changes:

Plugin no longer starts 'twice' when enabled on game start
Changed some logging
Updated manifest
Refactored Tweaks

Looks good.

I'll revert the manifest changes to the dependencies, because I've actually tested the older dependencies on 1.5.0 and it works. This especially concerns the BSIPA reference, because the issue described in [BSIPA #19] (https://github.com/beat-saber-modding-group/BeatSaber-IPA-Reloaded/issues/19) kept a couple of people on BSIPA 3.13.0 or earlier. So, I see no reason to change the manifest as long as it runs with the older dependencies as listed.
