Add Hashicorp #12

While moving away from actually being open source, Hashicorp's products still use GitHub and they routinely lock issues after 30 days (indeed vagrant's docs even regard this as a feature).

This is a very odd (and counterproductive) way of handling issues, but I wouldn't say it falls under the woes I have with stalebots, which is that issues become invisible to developers.

Here, developers are basically creating their own work by needing to unlock issues before re-engaging with people, and follow-up details having no place to go but new issues, but issues arent being automatically pruned, they're just frozen.

So I don't think this actually falls under the woes of the site, but if you want, you could add a little section outlining this specific behaviour?

Ah I see: lock-threads is a github action that locks closed issues and PRs, this is to prevent necrobumping, and imo falls entirely outside of the woes, since they just want to drive discussion and such to opened issues, and treat closed issues as properly closed (which is understandable)

I'm gonna close it as that, since I don't see any mention of a stale bot in the vagrant repo, or in any other repo, do prod me if im wrong though.
