syslog daemon and library #9

A syslog daemon and API would be a good thing to have. This would allow sane, standardised logging, even over the network.

Stuff I'd like:

[x] Not actually dependent on Minitel
[x] Configuration file
[x] Ability to relay to another host
[x] Network functionality is based on individual (un)reliable packets
[x] Simple API
[ ] Filtering based on host, service and severity
[x] Protocol documentation
[x] Manual pages

This would be reasonably flexible, simple, and easy to implement.
