Fix Command

Essentials Fix command is too basic and doesn't have everything as needed plus it's not separate when used in cooldowns.

• Fix command price so players who do not have the permission can still use it but at a set fee
• Bypass permission of the fix price (It's set even if they have the permission to use it)
• Two separate fix commands.. fix hand which only fixes what is in your hand then fix all which fixes everything in your inventory including currently worn gear
• Fix command cooldowns (separate from all/hand)
• Aliases
