Currently, as far as I can tell, the rogue spawner feature's "top block" is unable to configured in the proper way unless some sort of other mod is used to swap blocks after it generates. Unfortunately this can result in some issues in some packs or mod installations, as Lodestones can be used to craft very strong items in some mods.
