After continued sanity checking, it is actually obeying the setting but inverse. So speed applies a zoom effect on the screen, instead of removing the effect when set to 0%

Are you able to recreate this with Apotheosis alone? I doubt that it's the true issue here, as the speed effect/attribute that Apotheosis provides is native to Minecraft.

It is behaving as expected with just Apotheosis. So this seems to be a really obscure conflict with another mod instead of an issue with Apotheosis it's self.
Good to know. If you want to find out what's causing the issue in your modpack, I'd recommend a binary search where you disable half your modlist over and over again until you can pinpoint the offending mod.
Apoth has no fov effects (as stated); you just have some mod negating the fov effect from speed increases, it isn't even related to apoth and should be visible with a potion of swiftness.
In 1.20.1 v7.4.2 affix effects such as speed, do not obey the accessibility setting. No error, just ignores the setting. Mods included if it's of any importance.
