Custom Census Suggestion Reports #301

Problem: FTA can only output Census Suggestion Reports for 4 locations. Connected Problem: The Census Date dropdown only contains pre-build census records.

Solution: Give users ability to add other census sets they are researching. Connected Solution: The Census Date dropdown would become long, so it'd need to be separated into 2 dropdowns, one with the title of the Census Set, and then the other with the subset of census records in that census set.

Alternative: Try to cover all the possible census sets people might want to research.

Additional Context: A lot of my family is in the Danish Census available on DanishFamilySearch and Ancestry. I also have a lot of family in the Iowa census collection on FamilySearch and Ancestry. But right now, there's no way to run a report on FTM for those Census Sets. If there was a place in FTA to add a census set (existing set; example set), specifying name of set (US Federal Census; IA State Census), location (USA; IA, USA), and years ([1790-(YEAR-72)],[1885,1895,1905,1915,1925]), then users could build in other census sets not supported by FTA by default.

I recognize this would take some refactoring, as right now some of this stuff is hardcoded into files like ColourCensus.Designer.cs and not separated out into classes building the options from an editable source file, but this would benefit even the Scottish Valuation Rolls already in FTA Census dropdown but not available in Research Suggestions.
