Tracking: porting rapid_engine from base line 8.1.0 to 8.4 #240

Summary Currently we're doing work on main branch, which is based on MySQL 8.1.0. As the MySQL LTS version supported now is 8.4, we'll merge the rapid_engine from 8.1.10 to 8.4.
