Create folder option in project pane #21

Briefly describe the proposed feature
Add action to create a new subfolder within a project, similar to how the 
create new modfile action works. Folder location would depend upon location 
clicked.

What version of the product are you using? On what operating system?
v0.76 (unreleased)
