Issue description

Hello, referring to SPFx 1.13 release notes , I can see that one of the new features is "Release of image rendering APIs for optimized performance". Is there any documentation relating to what the new feature is and how it can be used? I can see Graph has an API for Get thumbnails, are these two related ?
