neutralLighter theme color does not apply #9348

Describe the bug / error

When I upload a custom theme. When you load the page the "neutralLighter" color is being shown then quickly being overridden by #F0F0F0 color. Similar to previously reported issue

Steps to reproduce

  1. Add new custom SPO Theme as described here
  2. Check the second section background color in a modern page if it has the color of "neutralLighter" in the theme definition.

Expected behavior

The section background color has the color that is defined as "neutralLighter" in the custom Theme.
