Search Refiners only displaying for admins #9440

Target SharePoint environment

SharePoint Server 2016 (on-premise)

Describe the bug / error

A page with the following webparts works fine when viewing as an admin but not when viewing as anyone else, the webparts it has are: Refinement, Search Box, Search Navigation, and Content Search. Screenshots included. There is also a script editor with the snippet included towards the bottom. The page loads but gives other users a message "We don't have any refiners to show you"

Steps to reproduce

Log in as admin it works, view as public or any other logged in user it doesn't

Expected behavior

For the page to load the same as it does for the admin.
