Brave on linux, or Chrome on linux (and @21satvik finds same thing on Safari on Mac)
Install test extension
bring up options panel
turn on developer mode
NOTE: Haply options displayed
save
close options
bring up options panel again
NOTE: Developer mode is on, but Haply options are missing
EXPECT: Developer mode is on, and Haply options are visible
Toggling them off and back on restores the Haply options to visible.
Note #353 may make this obsolete, so although I'm putting this in Oct02 sprint, it should not be worked on until we figure out the eventual path for the Haply options overall.
