feat: start of withdrawals UI

WORK IN PROGRESS - more commits incoming, just sharing for dev access / testing.

Start of the withdrawals UI, including a new page
Connected with the withdrawals contract on Goerli
Basic UI with multiple states for handling approval, deposit of veth2 and withdrawal of eth

To do

Better pending state / pending transaction visibility for users. Perhaps as a global Notification component, which uses a Vuex observable with a list of pending transactions that are shown across the app, so users can read up on other pages while waiting.
Information about the balance approved / deposited / possible to claim
Perhaps a checklist next to the withdrawal UI which shows the stage the user is on, so when they come back to this page / reload the page, they know what they have already done, based on the balances we already check.
An FAQ section below the withdrawals UI to answer few common questions.
Better styling and layout once we have all the feature UI in place.

Dev notes

This UI should 'just work' for when the withdrawals launch on mainnet, as it extends existing functionality to detect the connected network and use the appropriate contract addresses (the new ones will just need adding in).
