Check if `ctfmon.exe` needs to be closed on the new desktop

According to keepass the process is not closed together with the desktop on windows 7 machines. It may also get rid of the change language prompt...

yeah, it definitely does 😬 (Not only on 7, but 10 as well... don´t know about 8 yet, but assume the same deal)
