[3.5.0] Update Cogs to Red's support

All cogs have been updated to 3.5.0 of Red and tested for what I could see. If issues arise, please send a PR or let me know in cog-support channel.

Removed Strawpoll. Will have to look into it later for the API I wanted to quickly get the cogs updated and tested to the latest. Currently, strawpoll is unavailable for the API link I used, I will possibly look at this in the future.
