[lockdown]embeds on unlock optional, silencer, and config inject for locked/unlock to prevent double run

Some futures are in from things I have planned. This also embeds the notifiers. May need adding of perm check for that. Hope it's some use!

Adds varied properties in config
Config resetter
add channels by listing (needs a check for dupes but ignores the dupes if they're present)
silencer
futures for default role change
vc channel setter and vc only lockups
embed on unlock (defaults off)
lock/unlock messages are embedded (probably needs perm check for use in approved repo)

removed some of the un-needed quippyness to match coding style of original repository. added channel perms check on each lockdown/unlockdown feature.

Thanks for this! When I find time I'll be going through and seeing what I'd like.

I have some ideas to go off of from what others have mentioned. Primarily regarding channel adding/removing.
