log is full of ERROR: UserEngagementMgr-mainEngagementProcess user @gmail.com compose message returned None skipping user and type 4 [2024-01-15T08:43:54.755] - claro.default - ERROR: UserEngagement_OpenMoovForEmployee.getOpenMoovMessageByHistory getRelevantUsers returned empty list for user @gmail.com

it seems that no eng mails are released

This happens because of organizations changes. Active moovs returns all user active moovs.

For now the fix is to check relevant users in validateMessage function
