Let the reseller get a personal report for his consultee #668

in the reseller view, let the reseller enter a mail address and get the personal report.

It should call the same function as the personal function, just with a userMailOverride.

In the BE we should check that the user is indeed belong to the consultant and send the report if yes. If no - raise specific exception (user not found or not under).

frontend ready. service(?), middleware and BE needs changing to implement this
