Appointment of shop owner

Appointment of new shop owner now must be approve by each of the shop owners at the time of the appointment

• [ ] appointment should have a way of keep track of who approve the appointment.
• [ ] send notification to alert the shop owner including the founder
• [ ] each approval should check if it is the last and so add the appointee to the shop owner.
• [ ] send notification to all the shop owner about such event
