Error when launching the wh3mm.exe

Hello, when launching wh3mm.exe (v.2.6.0) after a fresh system-restart, I immediately get the following Windows-Error: "The application was unable to start correctly (0xc0000037), click ok to close the application" When I then try it again, I don't get this Error, but the Modmanager still doesn't launch.

I play TWW 3 with and without the Modmanager (for MP-Campaigns). The last time i used the Modmanager successfully was on the 13th of June. Since then i've been playing a bit without the Modmanager. The Error occured yesterday for the first time, when I wanted to use the Modmanager again. I did not (knowingly) changed anything relevant to that inbetween.

What I already learned/tried:

• The CA-launcher and game starts without noticable issues.
• Everytime I use the exe, a line like this gets added in the debug.log: "[0618/172117.092:ERROR:icu_util.cc(224)] Invalid file descriptor to ICU data received.", for more see the attached debug.log
• Reinstallation of the Modmanager (with and without completly deleting wh3mm in %APPDATA%) did not help.
• Verifying Integrity of Gamefiles via steam did not help
• removing non-steam Mods from the data folder did not help.

2 additional things I tried but did not help:

• disabling Antivirus (GDATA)
• launching as administrator

I loaded my most recent campaign without the Mod Manager and finished it with a reduced setup of mods. After finishing the Campaign and deleting some older savefiles of it, the Mod Manager now launches again. Seems to have been a bug with this particular campaign in combination with a certain mod.
