Mod Manager downloads non-subscribed mods. #98

Fairly straight forward I have subbed to 331 mods

but the manager when launched has 451 mods in it's list and seems to downloads them

Is this a issue with the manager or some weird steam issue of previously subbed items never actually going away? I even deleted all the mods in my workshop folder. Unsubbed from all current subbed mods and resubbed to only those 331 and it still downloaded all these extra mods.

Did a test and unsubbed from all mods and then uninstalled the game as well as any assembly kit installs and also accidently(?) deleted and removed all instances of my mod manager and then once I reinstalled the game and manager plus resubbed to only the 331 mods only those are active in the manager.

Maybe this has something to do with having mod lists left over with those mods still enabled even after unsubbing?

v2.6.0 checks if the user is subscribed to the mod that is present in the content folder, so that should fix this

but not sure why this would happen, maybe due to steam not cleaning up after unsubbed mods properly
