Create a Java downloader to replace ActiveX #14

Relying on ActiveX and JavaScript to download is causing lots of trouble. Since ActiveX is discontinued in Egde, and that JavaFX has good built-in support, now is a good time to switch to Java. It will be less user friendly, but more powerful, easier to maintain, and cross platform.
