change to v4 #14

Change api url to v4

(ready for 19th July update) #13

Thanks @peterdudfield. The new base URL actually now takes the form pvlive/api/v4 and there's a couple of changes I'll need to implement re GSP outturns. I plan to implement these before the upgrade on 19th July
