fix: bulk actions should be completely disabled for self service users #1179

Bulk actions are now visible for self service users. We still validate on the server so they will get an error but I think they should not be visible at all for self service users to avoid confusions. @carlosvirreira @jurrejansen what do you guys think?

I agree - no need for them to batch anything in shelf.
