Scrape / Streamline HUD (Housing and Urban Development) data #6

We need to pull Organization Name - Project Name(name), address1, city, state, zip. If the address is missing, it might most likely be a Domestic violence Shelter and we need to pull the address info using geocode info. For serviceSummary, it should add as “Emergency Shelter” where Project Type is ES and Target Population column is NA and it should add as “Domestic Violence Shelter” when Project Type is ES and Target Population column in DV and for rest of project types, it should add as “Transitional Housing”.

@hkuffel Reopening this because we have open issue with scrapped data in which we want serviceSummary field to be concatenated, also remove project type /project name from being a criteria in deduplication logic.
