1188 html to pdf endpoint #663

Adds html to pdf endpoint on the ServiceController. I will need to add the PDF Crowd API key to our Kubernetes secrets manager. I am still waiting to get a credit card so that I can sign up. Regardless, this code will work with at least the demo key.
