decide if layers can have pages #36

Also, we discussed some time ago (with you and Li) that layer datasets won't
have pages (that's why they don't have foaf:isPrimaryTopicOf as far as I
remember).

I don't recall this conversation, but there is a lot of information about a
layer -- more than any other void level we have. Piling this up on the
Versioned dataset will get VERY busy and VERY confusing. Putting some Layer
info on a Version may be useful, but it should not be the only place to put
that information.

We can create pages for layer datasets but for that I need to take some URL
linked to that dataset. If it is only for showing more data (such as the sample
data graph) about each layer, I would suggest simply to add it to the version
level, which is the way is done now (like in
http://logd.tw.rpi.edu/source/census-gov/dataset_page/us_regdiv/version/2000-Sep
-07).

A drupal page for a layer is needed only when we need to type manually
contributed metadata. which is not the case in this scenario.

We will use uri_resolver to generate an automatic page
