Implement MSG_EXTENDED_LOGIN #143

An issue to track the implementation of a MSG_EXTENDED_LOGIN message in the NDT 
protocol. 

From the email list, here is a draft of that message:

Type Length Value
11   (>= 1) (first byte has MSG_LOGIN semantics) (subsequent bytes are client 
version number in US-ASCII, the way that the server's MSG_LOGIN is structured)

Each test would get a copy of the client's version by its inclusion in the 
ServerOptions structure.
