Setup Disaster Management and Moderation Commands for Admins #23

It would be ideal to have a cog that allows moderators+ or whatever role to lock a channel in the event it is being spammed with information leaks or there is some other disaster scenario like a hack. Could be as simple as quickly making a channel non-write and read restricted.

I wrote the basis for locking down a channel but don't currently have the means to test it
