Downgrade to working jinja2 version #364

For me this seems to work locally, but I don't know if downgrading is a valid fix for this project.

@vmcj Have upgraded shiftleft-scan-reports to support latest jinja. Could you retest with the latest image (after 30 minutes) and let me know how it looks?

I've enabled it again and if there are issues I'll give you an update. But I'll assume its fixed.
