So when I do as a admin: !whitelist add steve @steve#0000 it gives steve#0000 automatic the whitelisted-roles mentioned in the config

This has already been a feature for a while, since before you wrote this I think, sorry about that. I tested it again just now to make sure and seems to work fine. You need to set whitelisted-role-auto-add to true in the config. Let me know if that works.
