What does this do on a high level?

It culls the codebase of conflicting Concourse CI scripts and the Makefile.

How was this change made?

Why is this change necessary?

These aren't necessary for the library, especially since we transitioned to GitHub Actions for CI instead of Community's internal CI.

How will this be verified?
