Provisioning taking much longer than expected #5063

All of our builds are stuck at "Provision job node". We've got a couple of builds that have been stuck there for an hour.

We're investigating this and at this time believe it may be related to a Google Cloud outage (https://status.cloud.google.com/).

Everything appears to be back to normal at this time. We are continuing to keep an eye on node provisioning.
