create notebook 01 to generate the polygon masks from vector layer #6

Hi @ShiruiH ,
This PR includes a notebook to generate the polygon mask from Landsat and Sentinel-2 tiles and a vector layer of waterbodies (step 1). I did not include the inputs which are quite large as they are full tiles downloaded from Copernicus and USGS Earth Explorer, but you can download them here to test the notebook: https://environmentnswgov-my.sharepoint.com/:u:/g/personal/kilian_vos_dpie_nsw_gov_au/EVjm1RxS22JDiJSL7AgP5T8B4Ahwhukgcf5gyca6lMkFpA?email=shirui.hao%40ngis.com.au&e=Zx9KoR (just unzip and copy the inputs folder in the repository at the same level as outputs).
