153639805-7a656154-c5eb-40b2-8edc-2e5f16d10297 The message that you have to restart the I2P router is always displayed, regardless of whether you change the settings or not. This confused me a lot at first: "Mhh, I only changed the bandwidth. Why do I have to restart the I2P router in the app for this, but not the PC application?" This message always appears when exiting a settings menu. In itself, this statement is certainly not always wrong. However, it appears very often. On the other hand, one can argue that settings are often only made once and therefore this issue has low priority.

I think that from a usability perspective this is confusing as well. I cannot think of anything that I use where making a change requires that I restart or refresh anything. At most, if it is a pw or user setting I may need to enter a password. Does I2p actually need to be restarted to make any specific changes? If so, why?

I'm not sure, but I would say that a reboot is only necessary for UPnP, graphs, possibly logging level, I2CP and SAM. I would suggest asking @idk.
