enable 'implicit grant' type [OAuth 2.0] by default #2

This is now in development.

We will soon (~next week) be automatically enabling the 'implicit grant' OAuth 2 flow for every new API apps.

In the interim, we have gone ahead and enabled the 'implicit grant' flow manually for all existing API v2 apps.
