Local deploy scripts #26

This moves the deploy scripts into the Shipit repo so that its all localized right here and we don't have to muck with cookbooks to change/understand the way Camus is deployed. I put the authentication for Azkaban inside this repo in an EJSON file which is kind of lame cause now we depend on Ruby, but I think its the easiest way forward.
