Not getting Installed CLI 3

Expected behavior

I have everything updated Node.js, Git and also Ruby but I install the CLI and i got the version CLI 2 ..

I try to migrate to CLI 3 and even 2 times uninstall everything and reinstall it, but still got errors ! Please help me I Added a loom video below please watch and let me know what to that
